The definition
A compliance register is a single list of every dated obligation a business holds, with the holder, the issuing body, the reference number, the expiry date, a copy of the document, and a warning schedule that tells a named person before the date passes. It is not a policy manual and not a safety management system; it is the index those things depend on.
What goes in it
Anything with a date and a consequence. For most small businesses that is four groups: the business (licences, insurances, registrations, policies with review dates), the people (tickets, checks, qualifications, first aid, working-with-children), the plant (vehicle registration, inspections, test and tag, calibration) and the contractors (their licence, insurance and safety documents). A trade business typically holds 40 to 80 items; a six-clinician practice around 40; a single café 30 to 60.
What makes it work
Three things, and most registers fail on at least one. A warning date with a named recipient, not a cell that turns red in a sheet nobody opens. A way for staff to add a renewed ticket from their phone, so the office is not retyping from text messages. And the document copy stored beside the row, so that when a client, portal or auditor asks for evidence you send the file rather than searching email.
Register versus the other things people mean
A safety management system contains a register but also procedures, risk assessments and incident records. Accounting software (Xero, MYOB) tracks money and lodgement dates, not licences. A prequalification portal (Cm3, Avetta, Rapid Global) is a client's view of your evidence, fed from your register. HR software holds people records and sometimes certificate dates, but rarely plant, contractors or the business's own licences.
How small businesses build one
Under about 30 staff, a Google Sheet or Excel workbook with a form in front of it and a small script or Power Automate flow behind it does the job, costs nothing after setup and stays in the business's own account. There is a free template here. Stewart Systems builds this as the Register, with warnings at 90, 60 and 30 days, usually live within one to two weeks of receiving documents.
